Posting Date: 2025-09-01Security BureauDivision/Section/Unit: Torture Claims Appeal Board / Non-refoulement Claims Petition OfficeContract Executive Assistant (Torture Claims Appeal Board)Job Description(a) To provide secretariat support to the Torture Claims Appeal Board in handling appeals/petitions, including checking of notices of appeal/petition, arranging meetings with illiterate appellants/petitioners, assigning cases, drafting replies/orders, scheduling/conducting hearings, and checking, formatting and serving decisions. (b) To liaise and correspond with relevant government departments, the appellants/petitioners and/or their legal representatives, on matters relating to the appeals/petitions. (c) To assist in handling applications for judicial review (JR), including seeking legal advice, liaising with the Court and the JR applicants, and dealing with requests for information/documents/audio records from relevant parties. (d) To assist in work pertaining to office accommodation and general administration. (e) To provide executive support in setting-up the library for country of origin information (COI), conducting COI research and building up and maintaining COI database. (f) To perform any other duties as assigned by the seniors.RequirementsCandidates should have- (a) a Bachelor's degree from a Hong Kong university, or equivalent; (b) (i) attained Level 3 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE); or (ii) Grade C or above in Chinese Language and English Language (Syllabus B) in the Hong Kong Certificate of Education Examination (HKCEE); or (iii) equivalent (See Note); (c) at least 5 years of post-qualification full-time working experience at management level (working experience in the public sector would be an advantage); (d) strong command of written and spoken English and Chinese; and (e) proficiency in common computer applications including Microsoft Word, PowerPoint and Excel.? Note: “Grade C” in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to “Level 3” in Chinese Language and English Language in the 2007 HKCEE and henceforth.
Terms of Appointment: Successful candidate(s) will be appointed on non-civil service contract terms for one year.
General Notes: (a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise. Fringe Benefits A gratuity may be granted upon satisfactory completion of the contract with consistently high standard of performance and conduct. Such gratuity, if granted, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) scheme in respect of the appointee as required by the MPF Schemes Ordinance (Cap. 485), will be equal to 15% of the total basic salary drawn during the contract period. The employee is entitled to 12 days paid annual leave.
